Larry brings nearly two decades of experience across government enforcement, in-house counsel, and private practice.  His career across the U.S. Department of Justice (DOJ) Antitrust Division, leading technology companies, and major law firms gives him a unique and practical perspective on merger clearance, complex antitrust and consumer protection investigations, white-collar matters, monitorships, and bet-the-company litigation.

At Redgrave, Larry leads antitrust-related discovery engagements and advises clients on discovery strategy and eDiscovery compliance in connection with government investigations, regulatory enforcement matters, Second Requests from the Federal Trade Commission (FTC) and the DOJ, and consumer protection disputes.  Having authored the DOJ Antitrust Division’s guide to identifying key documents through technology-assisted review and analytics (known across the Division as “Analytics for Dummies”), Larry brings firsthand insight into how government enforcers find and prioritize critical evidence.  He works directly with senior executives on deposition preparation and trains merits counsel on effective search strategies that streamline document review and discovery throughout investigations and litigation.  He draws on his experience managing large-scale discovery at the DOJ and as in-house counsel to guide clients regarding defensible processes, technology-assisted review and generative AI applications, and the efficient management of high-volume document productions.  Larry also advises clients on antitrust regulatory compliance and the intersection of government enforcement actions as they relate to discovery obligations.

Larry spent over five years in the DOJ Antitrust Division, where he received the John Marshall Award, the DOJ's highest honor for an attorney.  At the DOJ, he litigated major merger challenges and anticompetitive conduct cases, led joint enforcement efforts with the FTC and state attorneys general, and served as the founding chief of a new office responsible for the Division’s oversight of compliance monitors, consent decrees, and final judgments.  He also created Division-wide standards for technology-assisted review that modernized its eDiscovery processes.

Larry’s in-house experience brings a client-side perspective that informs his work at Redgrave.  He has served as primary counsel on a major FTC merger clearance and as chief of staff for a high-profile federal antitrust action, coordinating discovery across multiple law firms and eDiscovery providers.  He has also led regulatory litigation and government investigations as deputy general counsel of a technology company, including managing large-scale document productions to government agencies.

Larry is an active voice in the legal community, and he has spoken and published on antitrust policy and merger considerations.  He holds a Certificate in Blockchain Technologies from the MIT Executive MBA Program.

Prior to joining Redgrave, Larry served as deputy general counsel and head of government relations at Hopper (USA), Inc. and as corporate counsel in the litigation and regulatory group at Amazon.  He also served at the DOJ Antitrust Division as the founding chief of the Office of Decree Enforcement and Compliance, as counsel to the Assistant Attorney General, and as a trial attorney in its media and telecommunications section.  Larry began his career as an associate in New York City at Cahill Gordon & Reindel LLP before joining Dechert LLP as an antitrust associate.

Larry’s work experience includes:

  • Serving as in-house primary counsel for the FTC clearance of a $4 billion healthcare transaction, managing outside counsel, eDiscovery vendors, and economists, and overseeing the development and implementation of technology-assisted review
  • Coordinating as in-house counsel all discovery issues in a landmark federal antitrust action against a major technology company, including managing discovery across multiple law firms, expert witnesses, and eDiscovery providers
